美聯社報導，雅隆告訴記者，俄羅斯派遣軍事顧問和部隊，以設置一個空軍基地。

拉夫羅夫在記者會上聲明，俄羅斯一直提供軍事裝備，協助阿塞德領導的政府打擊恐怖主義。
他說，俄羅斯「從未隱瞞」駐軍敘利亞的事實，國際間稱俄羅斯在敘利亞駐軍，恐間接增強伊斯蘭國的勢力，這完全是無端指控。
照片顯示俄羅斯軍人已經進駐，加上軍事裝備交付相關報導，以及俄國請求開放領空等，在在讓美國和其盟友神經緊繃，擔心俄國正暗中支援敘利亞政權。
美國官員說，俄國活動範圍傳統上局限在托土斯港（Tartus）小型海軍設施，但俄國的軍事基礎設施正逐漸擴充。
不願具名美國官員向記者說，已興建了可以容納「數百名軍人」的房舍，在靠近濱海拉塔基亞市也打造了移動式航空管制塔台。
航空影像顯示，俄國活動範圍集中在巴塞勒阿塞德國際機場、瀕地中海岸的拉塔基亞市南方，以及俄國位在托土斯港的海軍設施。
